I would recommend sanding down the dropouts and the brake caliper attachment to avoid the paint to crack upon wheel entry / caliper installation.
I have never ever had this issue with powder coat, it's not a paint per sé more a plastic/polymer coat so it's not nearly as brittle as paint, hence why it's so tough and used for industrial applications.
@JB I found a photo to show when I (actually @pooface ) overpainted my (previously powdercoated) crown with enamel paint.
