I think the struts are bolted on through the brake hole, so release that and lift the stem off the steerer as usual

That makes sense. Certainly less complicated than a removable steerer which is clamped in the fork crown as on some rob english bikes. That would also require a threadless headset.

Dario Pegoretti liked to drop the top tube, for a smaller/stiffer main triangle.
So a bike that would have been say 58 square would have a 55 c to c seat tube, with 30mm of headtube protruding. -

We used to use brake cables to cancel the flex. I think the struts are just tuning covering the cable.
