The wind is a constant factor in my part of the world. All my toques are double rolled at the hem which provides a certain level of blockage. When that isn’t enough I add the balaclava layer, as by that point my neck will be feeling it as well. My wife’s technique involves clamping ear muffs over a bucket hat. You do whatever works.
When it’s colder than zero or so I usually add a balaclava underneath. I like the one I have from Varusteleka.
