Most "gravel" rims are in the 19-20mm range nowadays.

Would 19mm internal rim width fits 32 to 40mm tires? Sorry I'm quite ignorant on this front.

That would be a very good fit, it'll likely make a 32mm a little bit wider but depends on the tyre as well, I have some 28mm Panaracers EVOs that come up to 31.5mm on a 17mm rim. Personally I wouldn't go as wide as 19-20mm for gravel riding, I just don't see the need to unless you're going to be using 50mm+ tyres.
