Hi!
The seat tube and top tube are both 54cm. I am 5'11 and the frame was a bit small for me. If you stood over the bike the top tube should not be touching you.
If you check the bike size guide here it should be ok: https://www.evanscycles.com/help/bike-sizing-road
but everyone's body is different!
