Yeah, that's the one.
To me she just seems drunk, not mentally unwell. I love how the guy she is attacking is actually a fellow Republican, she seems to suggest they are are in on the scam too, i.e. "..... do something crazy to [the poll book]" (at 1min 24 sec) -
