I think there's a fair chance it will last. Two reasons:
1. Old cars have become the territory of the rich and privileged - who tend to be influential.
2. Pollution from old cars, although it is real, is so minute in the big picture I think it's quite likely to be forgotten.

Are the rich and privileged precisely the people who don't mind paying ULEZ tax to drive their classic car? I work (normally) in Chelsea, my boss spots almost daily on his way to the office the same car with a new parking fine everytime, in a resident only street. Probably practical for the (wealthy) owner... Why bother with legal parking when you can afford the fine.
