Did you get your refund? If not, it's been stolen from you, I'd report it to 111 as a theft.
Reasonable grounds to suspect a theft has occurred (from memory, the "5 fingers of theft" that need to all be true for something to be considered theft);
Someone has dishonestly(1) appropriated(2) goods(3) belonging to you(4) with the intention of permanently depriving you of it(5).
1 - They said it was delivered signed for, which is false
2 - It has been taken, ie. it's not with you right now
3 - It's a thing/bike
4 - You paid for it and have a receipt
5 - They haven't said they borrowed it or are going to give it back

I am wondering whether I should/there is any point in referring this to Action Fraud/the coppers. The driver has stolen the bike, it appears to me- and it’s an open and shut case.
