I believe it's fairly common that if you refuse the delivery then the parcel is returned to the sender.
Obviously if the driver steals it then that throws a bit of a sabot in the gears of this particular process however.
Hmmmm, never really thought of 'return to sender' as anything other than misaddressed bank statements.
I can see the loophole your delivery driver has chosen to exploit in the case of high value items
Moreso with COVID-19 mean they no longer do signed delivery.
