Looks like Rotor RCK

Before they started doing oval rings, they made these where the angle between the left and right crank arms change throughout the rotation to try and eliminate the dead spot

haha i love that they went for a hugely over engineered solution and then thought....oh oval rings yeah...

I think the effect was to lengthen the effective crank arm length for the downstroke, providing more leverage/more power and shortening it for the upstroke.

Seems it was studied here and did show to improve maximum and average power for certain situations
