Yes, because your average dealer (yes, this was an "approved" used Mini) won't check that. My mate thought something was up and used a service tool to interrogate the ECU. On a Mini there's about 6 or 7 locations where mileage is stored, 2 of them did not match the main odometer, but they're not easy to find.
Its unlikely it was serviced correctly.
Mileage blockers are terrible things. A mate bought an FJCW that was apparently on 16k but one of the internal odometers read 67k. That's a big difference.
