'Nitrile rubber sheet' was what I used, e.g. https://www.ebay.co.uk/itm/Oil-Resistant-Nitrile-Rubber-Sheet-Various-thicknesses-and-sizes-/121409645732 - looking at my email I bought an A4 sheet of 2mm rubber for about £3.50, which was enough for front and rear flaps. It's reasonably floppy, but has held up for over 3 years now.
I'm wanting to cut a profile that goes around the chain stays and protects the motor / BB area. So thinking something like mylar, so it's relatively stiff.

On my bakfiets I cut up a milk bottle, which survived for >5 years.
Thinking about it, I think the Scobleflap on my tourer was a milk bottle as well.
