I'd strongly discourage this. That point of the seat post will be the most loaded and a hole that size will likely lead to failure.
If trying to route a dynamo cable into the frame I'd suggest going through the top of the seatpost at the clamp mechanism if possible.
In the seat post? With 4mm wall thickness? I'd say no, if you deburr the hole. But I'm a bit blasé about drilling holes in things. Small ones, anyway.
