Seems wiser to just have an ICE contact on your phone.
Two flaws I think of:
1) Will ER staff look for it? (it wastes time to do so if you're really in a bad way, and if you're in that state they're already looking at your phone)
2) Why undergo any medical procedure, even one as small as an implant, when it's not needed?
Frankly the simpler solution would be dog tags made of silicon or one of those rubber charity bracelets but with basic ID and blood type on it... simpler, cheaper, easier for ER staff to discover and read.
