A lifetime tenancy from the council used to be exactly that. It would be very difficult to evict people if they hadn't broken some simple rules. The council started to sell flats in Hammersmith & Fulham 10 years ago but due to some clause councils don't receive a lot of the money for them to spend so it's not a popular approach. I've read that Kennsington & Chelsea were stopping because they receive so little of the sale price they can't provide alternative housing with the receipts.
