For example, I went for a ride with my brother the other day. I was wearing tights, a short sleeve jersey, a midlayer and a thin jacket over the top. He was wearing shorts and a short sleeved jersey. He is weird though.

Sounds like that jacket is a good choice for you then. I usually run warm so a long sleeve jersey for cooler days, Brevet windblock for 7-13 with baselayer or PTJ with no baselayer, and then PTJ with baselayers for sub-7 degrees usually
