I don't think so. The text in the pictures is referring to moving up or down the cassette, not up or down the gears (as in gear inches); it never uses the term "downshifting" or "upshifting" in the way you propose. Would you say you are downshifting when you move from 1st to 2nd gear in a car?
Plus Sheldon Brown disagrees:

Is there a typo here? "Downshifting" is going "down" to a lower gear (bigger cog or smaller chainring)
