They might not directly be racist, but they're condoning it.

I mean, yeah, you are right.
But there are always going to be people who say 'I'm not racist' and I believe them. They might not themselves be racist, but through choices they make, they are.
You're not convincing me there's any distinction. Making racist choices = being racist.
