Yeah - you'd have thought. Beyond obvious, if you had even the slightest hint that you'd have to do it at all it seems a total no brainer.
I don't know what the 'lead time' is on cases / hospitalisations. Presumably it's at least a few weeks, so they've already locked in the death rate for early December by their actions today. Given where we are now it'll be the highest yet so they're not going to be able to relax any lockdown in the face of it whether to 'save christmas' or not.

surely we have to start thinking what boris has to gain by completely fucking up the country ? this level of incompetence is beyond incompetence, is he selling us to the russians or to his hedge fund mates
