It was my understanding that this has always been the official stance and that ‘topping up’ was between you and the shop no?

Pretty sure the shop I worked in used to do this and would just put a £1k bike through the system but sell you whatever you wanted.

Yup my understanding too, the % the schemes can take is almost all or in some cases all you will ever make on a sub k bike. Topping up gets around that
