Yes, isn't it hard to judge that without the context? for better or worse it may be the only place they could place the school was out of town along a highway, in that case, the loop around may be the only way to safely get kids there? Obviously in an ideal world the school would be close to the housing it serves, but that is a municipal planning issue rather than a school planning issue.
