The four lane thing on the left isn't a running track. That's a loop system so they can have an orderly and safe queue for collecting and dropping off kids. There's a full entry and exit pass system so only approved people can drive close to the school. The design is also intended to allow access to emergency service vehicles.
I suspect the car park is for staff
