What’s the deal with the loop of road that goes round it? Is it for driving school or something?

The four lane thing on the left isn't a running track. That's a loop system so they can have an orderly and safe queue for collecting and dropping off kids. There's a full entry and exit pass system so only approved people can drive close to the school. The design is also intended to allow access to emergency service vehicles.

In England the school would basically be the same but it would have existing streets around it, rather than purpose built ones.

Yes, isn't it hard to judge that without the context? for better or worse it may be the only place they could place the school was out of town along a highway, in that case, the loop around may be the only way to safely get kids there? Obviously in an ideal world the school would be close to the housing it serves, but that is a municipal planning issue rather than a school planning issue.
