My insurance states that bikes must be locked to something when in the garage.

If the chain/anchor rigamarole makes accessing bikes a chore/not fun - perhaps it's worth the trade off of sacrificing some security, if you are satisfied that bikes are a) in a (nominally) secure building, b) insured anyway. That said replacing mine would be a financial but not sentimental burden so YMMV.
Has anyone found a good solution for storing/hanging bikes and having them locked in place? I've got a couple hooks with with local wall anchors and chain locks but every time i change bike/number of bikes i run into issues. And it's a real ball ache locking unlocking bikes when they're closely stacked. I'm thinking of running a continuous scaffold bar horizontally and having multiple hanging hooks but it won't be anywhere near as secure as using the current anchors.
