Its by Cyclo which is a good older make for tools. It's actually a double ended tool, and the splined end on the bottom fits Maillard freewheels, I think. You'll need a v large spanner (headset?) or adjustable spanner to use it. And another tool I have is a more modern shimano splined one, but this requires a large socket spanner to operate it, so might not be worth it unless you have this quite unusual tool. Anyway- I'll advise of a price when you tell me which one you'd like.
