Would agree, sub human scum.
There was a trolley of complete shit dumped on my road, I had a pick through it and found mail so returned the whole thing to sender. Knocked on their door and told them their rubbish had been found on another street, ended up feeling sorry for them as they were poor as fuck.

I think some of that is clearly taking the piss out of the refurbishment work on the sheltered housing.
What needs to happen is CCTV!
