Interesting. A mate of mine has a Performance that I considered buying off and I'm pretty sure it was on 23c max (wider rims perhaps?). I certainly can't fit a 25c on a very similar looking late 90s Columbus fork crown of mine.
Anyway, these are great frames, and not easy to find in that condition. GLWS.

You'd struggle to fit a 25 at the front. Great frame tough.
