No ideas, I choose to ignore it.

I all ways wonder about the fern racks.

Whats supposed to go between the rack and the saddle pack? :•)

Is it supposed to be some sort of support for the saddle pack? Who knows?

I also find it intriguing that there are unused racks with this amount of bags on a bike.

That front mudguard ruins the whole bike for me.

I assumed it was for mud / toe clearance

Brand new bike tend not to be fully utilised until much later I reckon.

Could hold a comically large Carradice.
