Simply because it’s not needed.
There’s a lot of spring in a steel frame. I’m not sure what the long term implications of utilising that spring in order to tension a chain would be (whether you’d be stressing the seat cluster joints or not) but as a serial chopper up of frames, I’ve never chopped a frame that didn’t immediately jump out of alignment by more than enough to tension a chain. I reckon that so long as you weren’t changing the setting every week it’d be fine.

I'm going to turn my Longitude into 29+ singlespeed, but can't find 19/20t single speed cog for HG freehub anywhere (preferably with wider base). Do you know where can I find it? Best would be any place in Birmingham.

try and get one with as wide a footprint as possible, it'll save your freehub from being gouged

Yeah, "As with the Andel track cogs these are identical in manufacture to S*RLY singlespeed cogs but do not have 'S*rly' engraved and you don't get a brown header card."
