I thought the keirin frames had to built by Japanese builders before they could be certified and used in keirin races? Or is it just as long as they are built with a suitable tubeset and are an ok geometry?

Thanks, I might just do that! Although I will not be purchasing the frame... If I were him though, I would mention it in the ad if I knew that was the case.
I remember noticing that as well back then, Koga being not njs approved and all. Perhaps it was due to sponsor obligations. After all, he was the world champ at the time and he was racing in a completely different keirin league, in which the foreigners race each other and some specific japanese riders.
Anyone know Theo Bos?
In a certain documentary about him racing the keirin circuit in Japan, you can see him riding such a Koga. Later on in a more recent docu, he was riding a black Nagasawa btw. Not sure if this Koga may be his original frame, but there cannot be too many of these around.
