I wouldn't; that support will eventually wear through the paint on the head tube, and isn't particularly strong. There was a recent thread on the CTC forums about this very issue: https://forum.cyclinguk.org/viewtopic.php?f=5&t=134285&sid=f58092a9a0121447075173956f82a9b7

Does anyone know if installing the above pashley wicker basket support to a pashley with a threaded headset will require me to have the funny spanner that you need to service threaded headsets?
