Officially I think you isolate if you have been within 2m for 15 minutes or longer. If I was him I would be avoiding wife if possible until colleague gets test result back at a minimum.

He is avoiding partner as of now. He doesn't think he has seen the guy for more than 15 mins, and hoping that his test result comes back today, as he is meant to be working at 6am tomorrow...

No, his boss is absolutely furious apparently, this is a horse racing yard, and apparently the guy went off to the races yesterday, so could have infected people there, would not look good on the business if he did.
