Nothing like as clear as that. In theory you submit your top 3 placings in open HCs this year, but there's no accounting for quality so your 10th at Wobble Wheelers CC in theory counts as much as 10th at Monsal. Ideally the organiser has a bit of a view of the scene so riders who deserve a ride get one.

I'm actually asking for a friend. He's stick thin and goes up hill like a whippet but hasn't been racing this year. I wanted to enter him but I guess he'll have to do some more next season instead -

As of last night I understand that there has been 408 entries for 480 spaces. Not sure on the male/female split but next year there'll only be 240 spaces so might still be worth an entry this year as demand will be high for 2021.

No, you just get preference for entry if you have qualifying rides. If the entry is short of the permitted total, everybody gets a ride.
