It's difficult because if the answer is "yes" perhaps they don't want to say that, as it would still be contrary to the guidance.
If that's the case, it might be because defining a pub garden is difficult within legislation, or that they intended to allow pubs to still serve groups of up to 6 outside, to aid their business, in which case - why is it against the guidance?
