I was thinking about this again today when I saw the Top 10 on GC.
Enric Mas could qualify given that he's come 5th without any real team support, and in a team riding more for the team prize than any GC hopes. He came 2nd in the Vuelta with DQS, but is that as impressive?

Viviani has been remarkably anonymous this year, after having a fairly decent 2019
