We had a load of damp in our kitchen that we got a damp proofer in. Honestly, the tanking and so forth did get rid of the damp patches; the cost was fairly high and the job quite messy (taking off plaster, putting it back on etc).
A couple of years later, we had a builder in to redo our kitchen, at that point they found the cause of the damp, which was that the washing machine drain pipe wasn't actually connected up - it was literally just spilling water onto the floor below the floorboards :o.
I would say in summary that it's better to get a proper builder in and get the source of the damp - however, in our case that would have meant ripping up stone floors and the rest to find the source.
