The brazing on the left hand chainstay is for the torque arm of a rear hub brake, so yes it's good if you've got the right hub that fits it.
I can confirm that Cyclo rear mechs can be mounted on a bolt on bracket - that's how mine is fitted (see some way back in this thread).
