I'm with Neil. If he leaves before the rules change and drives through France not stopping, there's no reason to fully quarantine. Having been away I would keep aware (stay alert...) of my health and certainly minimise interactions over the next 2 weeks, but going for a run/ride is fine IMO. I wouldn't get a test unless I showed symptoms.
