Looks a little bigger than a 51 to me?
Did you measure the seatpost?
As it looks like it might be a compact frame.
If you measure the top tube from the centre of the head tube horizontally to the seatpost/tube, this might give a better idea of sizing.GLWS

I measured from center of bottom bracket to top of seat tube

Like I said, I’d be very surprised if it’s not a compact frame meaning that measure doesn’t offer much, a top tube and even head tube measurement would prove far more useful.
Great bike at a good price though.

I'm 6,1" and I'd say it was a little small for me so may well be a compact frame, when I used to race a jnr in 1986 I had a 22" steel frame
