i dont think the speed sensor is working, I get erratic readings, there are no other restrictions (like brake sensor), have a throttle. Do they come restricted to EU regulations?

Yeah mine is limited on the PAS to 15.5mph.

Throttle isn't limited though..

Speed sensor needs to be close enough to get a reading so play around with that.
