No idea of the area so wonder what all the rooms are for? Agricultural worker? Or if it's just off a motorway a brothel maybe?

Either cheap accommodation for factory workers or something like a DSS hostel (are they still a thing) would be my guess.

It's not a good area but it's not a bad area.
