Ah nice. A track with such history shouldn't be replaced imo, but a new surface every now and then is probably necessary. We were supposed to get a new surface in Amsterdam as well this year, but covid delayed that for at least another year. The track here used to be outdoor and got a roof somewhere in the late 80s or early 90s, supposedly it's still the same surface.
At 14:00min in this video, you can see the Amsterdam velodrome before they put a roof on (and at 17min you see Ahoy in Rotterdam):

New surface, the structure it rests on wasn't replaced. It's the third surface since it was originally built.
