As they’ve long since fallen out of fashion in the bike world, finding quality rim-brake-compatible wheels is becoming increasingly difficult, unless you’re okay with buying something used.

I think the next sentence adds enough context to explain that.

Knowing it’d be impossible to source readymade wheels that perfectly matched my vision for this 11-speed commuter

Without that context it seems a slightly more sweeping statement.
