I’ve heard about rainlegs, but haven’t tried them… seems like a reasonable idea. Yes to mudguards, and at least a front flap to boot. SPD sandals are good in the wet as well, apart from that one time post-hailstorm when the puddles were literally ice cold.
You can only use them for light rain / spitting, other than than they are completely useless. I used them for commuting, but went back to rain trousers as these do work when it is pissing down.
