Sad news. It's where the Downs Link crosses the road (although I don't know if they were crossing or cycling on the road).
I can't find any information on the actual crash location in the reports. Do you mean 'Rudgwick is where the Downs Link crosses the road'? Or do you know more about the crash location from another source?
It's currently impossible to say where and what happened. With these rural crashes, information is usually so much harder to come by than for crashes in cities.

Some more searching reveals more. His name was Pathu Sucharsan and it turns out he was doing a charity ride for Yemen. He was only 20. Here's more information on the victim and the circumstances of the crash:
