I think the frame is late 80s.

Nice score! Looking forward to see them as a matching pair. Are you planning to go period correct? I think a VMB build with silver campa 10 speed chorus/record would look great on this.
P.s. good to see those spacers on the headset, this will increase your HS options since those shimano ones have notoriously low stack. -

Sounds like a plan :) keep in mind that the seatpost on non- sc/ax leaders is likely an odd size.

The main triangle tubes are ribbed with the blue stripes following the ribs, It's quite difficult to photograph
