We’ve got a staff/spaniel/other cross and he’s like inviting a whirlwind into your home. He’s much better behaved off the lead than on it, far more gentle with children than adults, absolutely ball obsessed and could probably entertain himself all day in any body of water. He’s the best. Not sure I’d go full spaniel in a flat unless you’re experienced with the breed/able to ensure they’re well exercised/entertained. As mentioned quite a few times, sight hounds can be ideal as aside from a walk a day they just want to be on the sofa with you
