I'm very similar (except for long arms), I'd consider the large Surly sizes too long although 62 may be ok, but that's based on my preferences.
Do you have an idea of ideal stack and reach? If so https://www.cyclingabout.com/list-of-xxl-xxxl-bikes-for-tall-cyclists-62-63-64cm/ is my go-to whenever thinking about a new bike
EDIT: Just looked, the Surly is 6 cm lower and 2 cm longer than my ideal but within the range I've ridden (and enjoyed)

I have absolutely no idea what my stack and reach is. I've been trying to work it out for the last few days but to no avail.
I'm currently riding this aforementioned "T-Rex" frame, which is actually pretty comfy now I've put some wide risers on (pursuit bars prior). But the pedal/toe strike is less than ideal for a commuting bike. Another option is finding some forks with a 250mm steerer and a decent rake.
Looking for advice for a new frame please. I’m 6’6” and have always struggled getting the right fit. I’ve got fairly long legs and I suppose comparably short torso/arms. I’ll be using it for commuting mainly and also to go on decentish rides. Would like a fairly upright position as my back suffers on a long cycle.
I’ve been looking at a Surly Steamroller, as this is about bang on what I’m looking to spend (£500). However the 62cm frame seems to have a hefty top tube.
Alu or steel, not fussed.
Also been looking at the All City Big Block.
