It does have a railmaster vibe you're right. There's a BNIB one on ebay right now - £800 BIN in London. V high considering the specs, but that's the lowest I've seen one go for - shopping in japan have them in stock for just under £1k and they seem to go for a lot more...!
Bit too big IMO - (40x48mm), but otherwise it's rather fetching.

Seiko did three of these - the grey, a green one, and a rather lovely explorer esque black one (see below) - they were fairly good value at RRP but now go for 2x or even 3x
