Didn't catch that bit, but I thought this was due to the Ferrari engine effectively by-passing the fuel flow meter by passing more fuel through than needed into a separate tank. That fuel could then be sent to the engine alongside the fuel delivered via the conventional route to boost power. Could be that what you read was talking about the location of this potential second tank?
What did they mean when they were talking about the Ferrari engine being in a location deemed illegal (or similar to that) hence why the 2020 car was outperformed by the 2019 car?
